Artificial Intelligence Seminar
On 2 July 2025, I attended an artificial intelligence seminar at the Nuri Demirağ Conference Hall of the Presidency of Defence Industries. The topics included large language models (LLMs), chatbots, AI agents and the use of language models in institutional environments. The BİLGİN project was also discussed.
BİLGİN Project
The Presidency of Defence Industries describes BİLGİN in its 2025 Performance Programme, dated 17 January 2025, as an AI-supported chatbot deployed to assist the agency's staff with work processes. The document states that BİLGİN was trained using the agency's process documentation and could answer questions about those documents. Further expansion of its content was also identified as a development objective [1].
The publicly described question-answering function illustrates the use of AI for access to institutional process information.
Technical Scope
The seminar covered institutional question-answering systems and the relationship between conversational interfaces and large language models. Using organisational documents and process information with language models, natural-language access to institutional knowledge and AI agent applications were among the broader subjects discussed. The public description of BİLGİN is based on the SSB 2025 Performance Programme.
