9th Defence Industry AI Talk
On 24 February 2026, I attended the ninth Defence Industry AI Talk at the Nuri Demirağ Conference Hall. The announced theme was Context Engineering [1]. The discussion covered large language models, AI agents, conversational systems and access to institutional knowledge. The BİLGİN project was also mentioned during the event.
Context Engineering
A public account of the talk describes why an AI agent cannot be defined solely by a single prompt: tool outputs, memory, retrieval-augmented generation (RAG) results and the context passed across multiple steps must also be managed. The broader issue is what information is supplied to the model at each step and how the system maintains the relevant state while completing longer tasks [1].
Prompt Engineering concerns how an instruction is formulated, whereas Context Engineering concerns how information, tool outputs and prior task state are assembled for use by the model. This distinction formed part of the event's public context-engineering theme.
BİLGİN and Institutional Conversational Systems
The SSB 2025 Performance Programme describes BİLGİN as an AI-assisted chatbot intended to answer questions based on the agency's process documentation [2]. The project was also discussed during the talk. Its published question-answering function is related to the discussion of LLMs and institutional conversational systems.
