A safepoint is a JVM coordination state in which selected runtime operations can inspect or modify globally consistent thread and heap state. Garbage collection phases, deoptimization, stack inspection, and some VM operations can require threads to reach such a point.

Latency Boundary

Time to reach a safepoint and time spent paused at the safepoint are separate latency components. Concurrent collectors also have phases that run outside stop-the-world coordination, so GC pause and safepoint behavior are related but not identical.
