Resampling
The conversion of a discrete-time signal from one sample rate to another using interpolation and anti-alias filtering as required.
Signal Processing Context
Resampling changes the discrete sampling rate by mathematically generating a new sample sequence. Rational L/M conversion uses interpolation, filtering, and decimation; speech systems commonly resample recordings to a model's required rate such as 16 kHz.
Measurement Boundary
Changing only the sample-rate value in a file header is not resampling. Anti-imaging and anti-aliasing filtering are required when the transformed bandwidth could otherwise create spectral replicas or aliasing.
