Cell-Site Observation
A network observation identifying the serving cell or cell site associated with a mobile event; it should not be interpreted as an exact device position without additional evidence.
Seeing a cell identifier in a traffic record does not mean that the device was located at the coordinates of the base station.
The record generally identifies the serving cell associated with an event. Coverage depends on antenna orientation, frequency, power, terrain, buildings, load, handover behavior, and radio-network planning. The same physical location can therefore be served by different cells at different times.
The forensic boundary is simple but important:
cell observation ≠ exact device locationCell-site data can support a timeline or a movement hypothesis. A stronger location claim requires correlation with sequential records, cell characteristics, independent data sources, and case context.
